Gated Community Application Removed!
Foreigners living in Turkey can now register at any address they choose much easier. The closed-neighborhood restriction, which had been in place since 2022, has been completely lifted.

Old System
Starting in 2022, address registration was suspended in densely populated areas. Some districts, particularly in Istanbul, were completely closed off.
New Situation
The "closed neighborhood" policy has been completely abolished. Now anyone can easily register at any address they choose.
Applicable Regions
Address registration is now open for all provinces and districts throughout Turkey. Previous restrictions are no longer in effect.
Important: The 20-Business-Day Rule
If you need to register a new address, you must complete the process within 20 business days. Otherwise, you may be subject to an administrative fine.
- For extension applications An address registration is required.
- For initial applications A lease agreement or a letter of commitment may be sufficient.
- Be sure to verify that your address is current for official purposes.

- 2Type "certificate of residence" into the search box.
- If a barcoded document is generated: means your address on file is current and valid.
- If no record is found: You need to schedule an appointment right away and register your address.

Step-by-Step Address Registration
Complete your transaction in 4 steps
Check on E-Government
e-devlet.gov.tr → Search for "residence permit." If a document with a barcode appears, it means your record is up to date.
Schedule an Appointment
If you are not registered or need to update your information, schedule an appointment through the Provincial Directorate of Migration Management’s appointment system.
Prepare the Documents
Make sure you have all the necessary documents ready: passport, residence/work permit, lease agreement, utility bill, and documents from your landlord.
Go to the Provincial Directorate of Migration Management
Go to the relevant Provincial Directorate of Migration Management at your appointment time and complete your address registration within 20 business days.
Important Tips
How do you draw up a lease agreement through E-Government?
If you have a foreign ID number beginning with 99 or 98, the property owner can draw up a lease agreement in your name through e-Government. First-time applicants (those who have not yet received a foreign ID number) must sign a notarized lease agreement.
What should you keep in mind when visiting a notary?
When you go to a notary to sign the lease agreement, you should go with the landlord. Your name must be clearly stated in the agreement.
Waiting List for Subscriptions in Istanbul
If you don't have a registered address, you cannot have water and electricity service in Istanbul. First, sign up for natural gas using your lease agreement; then, register your address; and finally, set up your water and electricity service.
