Does your company meet the criteria?
Three things to check before submitting an application. Even if you don’t meet the requirements, there may be solutions—there are many situations that qualify for an exemption.
Number of employees
The general rule is that businesses subject to the balance sheet system must employ at least five Turkish citizens for every foreign national. There are exceptions to this requirement depending on the foreign national’s status, the business, and the sector.
Financial eligibility
For newly established businesses, one of the following criteria must be met: paid-in capital; for operating businesses, capital, net sales, or exports.
Wage criterion
The salary paid to a foreign national may not be less than a certain multiple of the gross minimum wage, depending on the position and profession.

Which application method will you use?
Domestic, international, extension, and employer change processes are all different from start to finish.
Domestic application
If the foreigner is in Turkey.
The foreign national must have a residence permit issued in their name that is valid for at least six months and is valid as of the date of application. The employer submits the application directly through the e-İzin system. We will verify whether your residence permit meets this requirement before the application is submitted.
Application from abroad
If the foreigner has not yet arrived in Turkey.
The process is reversed: the foreign national submits an application to the Turkish embassy or consulate in the country where they are located, provides the 16-digit reference number they receive to their employer, and the employer completes the application through e-İzin. Failure to complete this step within the allotted time will result in the application being rejected—we’ll handle the follow-up.
Application for an Extension
While the current permit remains in effect.
An application for an extension must be completed in the e-Permit system before the permit expires. If the deadline is missed, the application will be treated as a new application rather than an extension, and the right of residence will also be reviewed.
Change of employer or job
This is where the most common mistake is made.
An application filed on behalf of a different employer is not considered an extension; it is a new work permit application. A temporary, employer-specific work permit is valid only for the authorized employer and position. Incorrectly handling such a change carries the risk of working without a permit.
Company owner and partners
You'll be working at your own company.
The assessment process is different for foreigners who have established a company or become partners in a company in Turkey; the company structure, your ownership stake, and your role are the determining factors. We will work with you to determine whether an independent work permit or a temporary work permit through the company is appropriate for your situation.

If your application was denied, the appeal period is underway
You have a limited time to appeal a decision to deny, revoke, or refuse to extend a permit, and this period begins upon notification of the decision. First, you should review the grounds for denial: workplace conditions, number of employees, wages, job description, and missing documents are the most common reasons. If the grounds for denial are resolved, you may submit a new application; however, if the same deficiency persists, a new application may also result in a denial.
What makes up the total cost?
There are four distinct steps in the work permit process, and these should not be confused with one another.
Work Permit Fee
It is paid to the government and varies depending on the duration of the leave. Current amounts are listed in the 2026 guide at the bottom of the page.
Stamp duty
It is paid separately for each application.
Social Security Institution (SGK) obligations
Once permission is granted, it is the employer’s responsibility to provide insurance; this is entirely separate from the fee.

This is our service fee; it is separate from the three items listed above and is paid to us.
The party responsible for paying the filing fee and stamp duty may be specified in the employment contract. Our consulting fee varies depending on the type of application, the industry, and the status of the documents; we will provide a specific figure after reviewing your situation.

Do you help us find jobs or employees?
No. We do not provide job search, employer matching, or job placement services. We handle the work permit process; for this, the employer who will hire the foreign national must be ready.
How much is your consulting fee?
Fees vary depending on the type of application (domestic, international, renewal, change of employer), the industry, and the status of your documents. After reviewing your situation, we’ll provide a specific figure; the initial consultation is free. The work permit fee, stamp duty, and Social Security obligations are separate from our fee.
How long does the process take?
If all the documents are complete, we will prepare the file promptly. The time it takes for the application to be processed depends on the Ministry’s evaluation and is beyond our control; the current legal timeframe is listed in the guide at the bottom of the page.
Do you guarantee that permission will be granted?
No. No consulting firm can guarantee this; the final decision rests with the Ministry of Labour and Social Security. Our job is to ensure that the application is submitted in the correct format and is complete, and to minimize the risk of rejection in advance.
Our company doesn't meet the requirement of having five Turkish employees—do we have no chance at all?
This requirement is not absolute. There are many situations where this criterion does not apply, depending on the foreign national’s status, workplace, and industry. Let’s review the circumstances of your company and the person you plan to hire together; if you qualify for an exemption, we’ll let you know, and if you don’t, we’ll tell you right from the start.
Our staff isn't in Turkey yet—can we start the process?
Yes. The application process for overseas cases is different: The foreign national first applies at the Turkish consulate in their country of residence, and you then complete the file on e-İzin using the reference number they receive. There are deadlines for both parties, and we handle the follow-up.
Our employee is coming from another company—can we transfer their leave?
There is no such process as a “transfer.” An application filed on behalf of a different employer constitutes a new work permit application. How this transition is structured is important; if planned incorrectly, it could result in a period of unauthorized work.
I don't speak Turkish. Can I still go through with the process?
Yes. You can complete the process in your own language.
Why Should You Get a Work Permit?
You will be entitled to the right to work as an insured employee under legal protection.
A work permit serves as a residence permit for the duration of its validity. Your obligation to register your address remains in effect.
Your period of legal employment may count toward your period of residence, which could be considered in a future citizenship application. All conditions and the final decision are subject to the relevant legislation and the authority in question.
Your spouse and children may submit an application for a family residence permit if you meet the requirements.
Criminal Penalties
In cases of unauthorized employment, both the employer and the foreign worker are subject to substantial administrative fines, and a deportation order may be issued against the foreign worker.

SHORT ANSWER
A work permit is required for a foreign national to work in Turkey; a residence permit alone does not grant the right to work. The employer submits the application through the Ministry of Labour and Social Security’s e-Permit system. Complete applications are processed within 30 days, and the initial permit is issued for a maximum of one year, provided it does not exceed the term of the employment contract.
Who is eligible to apply?
The application is filed not by the foreign national, but by the employer who will hire them. To apply from within Turkey, the foreign national must have a residence permit issued for at least six months and valid as of the date of application. It is not necessary for the permit to have six months remaining before expiration; what matters is that the permit was originally issued for at least six months and is valid on the date of application.
For applications from abroad, the process is reversed: the foreign national applies to the Turkish embassy or consulate in their country, and the employer in Turkey completes the application through the e-Permit system using the 16-digit reference number provided. To obtain an employer-sponsored work visa, you must have an employer in Turkey who will hire you.
- A tourist, family, student, or long-term residence permit does not, on its own, grant the right to work.
- Marriage to a Turkish citizen does not waive the requirement for a work permit.
- Being registered with the SGK does not eliminate the requirement for a work permit.
- Merely falling within the scope of the exemption is not sufficient; the exemption must be obtained in accordance with the proper procedures.
Blue Card holders and individuals with refugee or subsidiary protection status may work without obtaining a work permit, in accordance with the relevant special regulations.
Turquoise Card: Permanent Work Permit for Highly Skilled ForeignersHow do I apply, and what are the steps involved?
The application process is conducted entirely through the e-Permit system. For domestic applications, the employer opens the file directly; for international applications, the reference number obtained from the consulate serves as the file’s key.
The validity period of your passport directly affects your application: a work permit is issued for a period that is at least 60 days shorter than the validity period of your passport. If your passport expires in 24 months, the permit you receive will be valid for approximately 22 months.
Foreign nationals entering Turkey on a work visa must register their address within 20 days of their date of entry at the latest.
This section does not contain a complete list of the documents required from employers and foreign nationals; since the list of documents varies depending on the type of application and the sector, the current list in the e-Permit system should be used as a reference.
Required documents
All documents are scanned and uploaded to the e-Permit system; the original documents are not submitted to the agency in person. While reviewing the file, the Ministry may request additional information and documents not listed.
The basic documents required from the employer are as follows: the Turkish Trade Registry Gazette showing the company’s incorporation and current capital/ownership structure (for tradespeople and artisans, a chamber of commerce registration certificate or a certificate of registration), a balance sheet and income statement for the most recent fiscal year, certified by the tax office or a certified public accountant, and, for workplaces requiring a permit, the relevant operating license.
- An employment contract signed by the employer and the foreign national.
- A copy of the passport. If the passport is not issued in the Latin alphabet, a Turkish translation certified by a sworn translator or an official authority must be included.
- A diploma or provisional graduation certificate, along with its certified Turkish translation. For professional services, a certificate of equivalency may also be required.
- For applications submitted from within the country, a residence permit that is valid as of the application date and has a validity period of at least six months.
- Professional qualification documents (such as degrees, certificates, and letters of recommendation) that vary by position and industry.

The process is different for applications submitted from abroad: the foreign national first applies to the Turkish consulate in their country of residence, provides the 16-digit reference number they receive to their employer, and the employer completes the application via e-İzin within 10 business days. If this deadline is missed, the application is deemed invalid. Every document obtained from abroad must bear an Apostille and a Turkish translation certified by a sworn translator or a notary public. If your country is not a signatory to the Apostille Convention, the document must be certified by the relevant authorities of that country and by a Turkish consulate. Documents obtained from Turkish authorities must be either e-signed or signed and stamped/sealed.
Employer criteria
The general rule is that businesses subject to the balance sheet system must employ at least five Turkish citizens for every foreign employee. There are exceptions to this requirement depending on the foreign employee’s status, the workplace, and the sector.
The general criterion for financial adequacy is a paid-in capital of at least 500,000 TL for newly established businesses. For existing businesses, a minimum of 500,000 TL in paid-in capital, 8,000,000 TL in net sales, or fulfillment of one of the specified export requirements is required (as of 2026).
The salary criteria vary depending on the position and profession. Under current criteria, the multiplier is 5 times the gross minimum wage for senior executives and pilots, 4 times for engineers and architects, 3 times for other executives, and lower multipliers are applied for jobs requiring specialized skills or expertise.
- Foreign nationals who have legally resided in Turkey for at least one year over the past three years: For domestic applications, the employment and financial eligibility criteria do not apply to a maximum of three foreign nationals at the same workplace (effective August 3, 2026).
- Foreign nationals whose mother, father, or child is a Turkish citizen.
- Those who have been married to a Turkish citizen for at least three years.
- Holders of long-term residence permits.
- Positions requiring expertise in the field of information technology; limited to a maximum of two foreign nationals at companies outside the IT sector.
- Foreign nationals who have resided in Turkey for at least eight years with work permits or designated residence permits (as of August 3, 2026).
Failure to meet this criterion does not guarantee that a work permit will be granted. Salary, job description, professional qualifications, and workplace conditions are also reviewed.
All sector-specific exemptions for 2026Time Frames
An application for an extension must be completed in the e-Permit system before the current permit expires. If the deadline has passed, the application will be treated as a new application rather than an extension, and the right of residence will be reviewed separately.
An application filed on behalf of a different employer does not constitute an extension; it is a new work permit application. A temporary, employer-specific permit is valid only for the designated employer and position.

Which party is responsible for the payment may be determined based on the employment contract and the nature of the application; Social Security contributions and the work permit fee are separate obligations.

If the application is denied
An appeal may be filed with the Ministry within 30 days of the notification of a decision to reject, revoke, refuse to extend, or terminate. If the appeal is denied, the administrative judicial process may be pursued.
Before filing an appeal, the grounds for rejection must be reviewed: workplace conditions, the number of Turkish employees, wages, job descriptions, and missing documentation are the most common reasons. Once the grounds for rejection have been addressed, a new application may be submitted; however, if the same deficiencies persist, there is a risk that the new application will also be denied.
When a work permit expires, the associated right of residence also ends. It should not be assumed that everyone is automatically granted an additional 10-day right to remain; the process of transitioning to the appropriate residence permit must be initiated before the permit expires.
