What changed on January 1, 2025?
Previously, Turkmenistan citizens who entered Turkey on tourist visas had difficulty obtaining residence permits; the majority of their applications were rejected. To resolve this issue, Turkey introduced two new types of visas and selected Turkmenistan as a pilot country.
When you arrive in Turkey on either of these two visas, you can submit an application for a residence permit. This program is still in effect.
First, answer this question: Why are you going to Turkey?
The correct type of visa is determined based on the purpose of your trip. Entering the country with the wrong visa may preclude you from obtaining a residence permit in Turkey from the outset.
Traveling, short-term visits
Tourist visa
Duration: 30 or 90 days — You cannot obtain a residence permit for tourism purposes with a 30-day tourist visa.
College or language training
Student visa
Duration: Depending on the duration of the training — Registration for student residence permits opens every year on July 1.
To Work
Work visa
Duration: Under an employment contract — The work permit process in Turkey is handled through the employer.
Do you have any first-degree relatives in Turkey?
Visitor Visa
Duration: As stated in the invitation — The invitation is sent by a first-degree relative.
Staying for a long time, with no relatives
Residence Visa
Duration: Subject to the application — You can also submit an application with an invitation from a friend or a hotel reservation.
If you enter Turkey on a Multivize, you will not be able to obtain a residence permit in Turkey. If you plan to stay for an extended period, you must enter the country on a residence or visitor visa. Once you have obtained a residence permit, you can submit an application for a work permit from within Turkey.
How do you scan your visa from your passport?

Look at the "visa type" field on the visa page
If it says “Visitor Visa,” you can submit an application for a residence permit immediately upon arrival in Turkey. This visa is generally available to those who have relatives in Turkey.

If it says "Tourist Visa," check the barcode on the BACK of your passport
If the barcode says “For Tourist Residence” in the upper-right corner, you can submit an application for a residence permit. If it says only “Tourist,” you cannot obtain a residence permit for tourism purposes.

Check your length of stay
In the upper-right corner of the visa page, it says “duration of stay.” This is the number of days you can stay in Turkey, and the period begins on the date you enter the country.
Therefore, when submitting an application for a visa, Clearly state your intention: Tell the visa center that you wish to stay in Turkey for an extended period or obtain a residence permit.

A VIP appointment does not guarantee that a visa will be issued. In both cases, the outcome depends on the same authority; a VIP appointment simply provides zaman and greater convenience.

A VIP appointment adds 130 $ to the official visa fee. A fee of $1 per page is charged for photocopies and printouts made at the visa center; having your documents copied elsewhere before you arrive will eliminate this cost.

4 Rules You Should Know Before Submitting an Application
The decision-making authority is the embassy
Visas are issued by the Turkish Embassy and Consulate. No consulting firm can guarantee that a visa will be issued. Do not trust organizations that claim to offer "guaranteed visas."
Just because you submitted a multi-entry application doesn't mean you'll be granted multiple entries
Even if you submit an application for a multiple-entry visa, the consulate may only issue a single-entry visa. The difference in fees will not be refunded.
Don't buy a ticket until you've received your visa
If you don't get a visa, the plane ticket you purchased may be forfeited. Finalize your tickets and reservations after you receive the visa decision.
Fees paid are non-refundable
No fees paid for a visa application are refundable, even if your application is denied.
After arriving in Turkey: residence permit
The address where you'll be staying shouldn't be closed
If the address is inactive, your application for a residence permit will be denied. Be sure to check the status of the address before applying.
The address of the person providing the written undertaking must also be clearly stated
The person who will provide you with a letter of commitment must be registered at a valid address. One person may provide a letter of commitment for no more than two foreign nationals.
If it is rejected, the 6-month rule applies
If your residence permit application is denied, you cannot submit another application for the same purpose for 6 months. If your visa is still valid, you can submit an application for a different purpose (student, family).
If you arrived on a 30-day visa
You cannot obtain a residence permit for tourism purposes. If you enroll in a university, you may be eligible for a student residence permit; if you are married, you may be eligible for a family residence permit through your spouse.
